Aftermath of the Suppression of Ecclesia Dei


As had been stated in previous posts and by several traditional Catholic websites, Pope Francis decreed that the Pontifical Commission Ecclesia Dei - founded by Pope St. John Paul II - is to be abolished. Its work will now continue in a “special section” of the Congregation for the Doctrine of the Faith. The Vatican has said that this decision has been taken because ‘conditions and circumstances change,’ but insisted that dialogue towards regularization of the SSPX ‘continues.’

Concerning the Pontifical Commission Ecclesia Dei

Much has been written in the past weeks that the Pontifical Commission Ecclesia Dei (PCED), the Vatican body in charge of matters related to the Tridentine Mass and of negotiations with traditional Catholic groups (especially the SSPX), is set to be abolished shortly. Its functions would be completely amalgamated and absorbed by the Congregation for the Doctrine of the Faith. Notwithstanding its limitations, the PCED had proven extremely beneficial to the integrity of the Tridentine Mass, especially since 2007.

Last November, this Blog had hinted that the motu proprio Summorum Pontificum was not going to be abrogated for the time being, but changes were going to occur in that direction. This looks likely to be one of the steps being taken.
 
We also warned about the risks of an agreement between the SSPX and the Vatican. A personal prelature will be in due course subjected to Canon 297, under which the SPX would need the local Bishop's permission to add new apostolates.
 
In the meantime the Congregation for Divine Worship is planning to introduce the Novus Ordo Propers of 1970 in the Roman Missal of 1962.
 
Traditional Catholics should look carefully and fight back as these steps remind us of previous bad experiences, such as:
 
  • the partial suppression of the FSSP by Protocol 1411-99;
  • the total suppression of the Franciscans of the Immaculate, the Trappist Monks of Aachen, the Little Sisters of the Blessed Virgin Mary and the Transalpine Redemptorists.

In memoriam: Cardinal Dario Castrillon Hoyos

It is with sadness that we announce the death of Cardinal Dario Castrillón Hoyos, Prefect Emeritus of the Congregation for the Clergy, who died on 18 May 2018.  The Cardinal was a personal friend of former Pro Tridentina (Malta), Godwin Xuereb. The two had also met in 2011 and discussed the then situation of the traditional liturgy in Malta.
 
Below is a ZENIT translation of the telegram sent by Pope Francis.

I learnt the news of the demise of dear Cardinal Dario Castrillon Hoyos, and I wish to express my sentiments of condolence to the College of Cardinals, to the relatives and to those who esteemed the late Cardinal, remembering with a grateful spirit his generous service to the Church, especially his precious service given to the Holy See, particularly as Prefect of the Congregation for the Clergy and President of the Ecclesia Dei Pontifical Commission, and I raise fervent intercessory prayers to the Lord so that, through the intercession of the Virgin Mary, He will receive him in eternal joy and peace, and I send the Apostolic Blessing to all those who share the grief over the death of such a meritorious servant of the Gospel.

EXCLUSIVE: Tridentine Mass to be celebrated in Malta every Sunday!

 
Sources close to this Blog have confirmed that this year a petition reached the Congregation for the Doctrine of the Faith, asking for Tridentine Mass to start being held regularly in Malta.


The Pontifical Commission Ecclesia Dei (PCED) has replied and is liaising with the Archdiocese of Malta to establish the Tridentine Mass on a permanent basis in Malta. The emphasis is that Mass will be celebrated every Sunday.

A parish in the South of Malta has already been identified.

We will keep you updated when further details reach us.

Two Maltese Bishops celebrated Tridentine Mass - will Archbishop Scicluna emulate them?


Out of the more than 360 Cardinals and Bishops who have said the Tridentine Mass since Summorum Pontificum (between 2007 and 2014) there were, at least, 2 Maltese Bishops. The late Bishop Joe Grech in Australia and Bishop Francis George Adeodatus Micallef, O.C.D., Vicar Apostolic Emeritus of Kuwait, in Malta. The late Mgr Annetto Depasquale assisted at a Tridentine Mass in Malta too.

Will the new Archbishop of Malta, Charles J. Scicluna be the third one?

Official Note from the FFI

An official note from the FFI issued yesterday as a reply to a number of allegations by an Italian Vaticanist, 
presumably Andrea Tornielli states that:


a) Fr. Stefano Manelli not only has never imposed to all Communities the exclusive use of the Tridentine Mass, but did not even want it to become the exclusive Rite. He himself set the example by celebrating anywhere according to one or the other Ordo.
b) Before, during and after the Apostolic Visitation (July 2012-July 2013), most communities of the FFI made either exclusive, or in the majority of cases, use of the Novus Ordo.
c) Fr. Stefano Manelli, as Minister General, together with the General Council has undertaken legitimately the work of promoting the Vetus Ordo in accordance with the Motu Proprio Summorum Pontificum (2007), in accordance with the decisions of the FFI's General Chapter of 2008 and in respect of Universae Ecclesiae (2011).
d) By letter Prot. 77/2011, dated 21 November 2011, the FFI Secretary General, on behalf of the General Council, informed all FFI houses, about non-binding rules on the use of the Vetus Ordo and the harmony between the Vetus Ordo and the Novus Ordo in its communities and in its Institute.
e) After that letter, various communities have continued peacefully to privilege the Vetus or the Novus Ordo. So, there was no imposition by Fr. Manelli.
f) Some monks, however, objected to the letter. Therefore, the FFI asked the Pontifical Commission Ecclesia Dei, which in its reply of 14 April 2012, (Prot. 39/2011L), established that there is conformity between the same letter Prot. 77/2011 and the mens of Pope Benedict XVI expressed in Universae Ecclesiae (No. 8a).

Pope Francis and the Tridentine Mass




In traditional Catholic websites and blogs, a lot is being said about Pope Francis' position on the Tridentine Mass. Some say that he promoted the Tridentine Mass while the majority are saying that the former Cardinal Bergoglio restricted (to put it mildly) celebration of this Mass in the Archdiocese of Buenos Aires. 

In this article (in Spanish) written from a third party perspective on 17 September 2007 i.e. just three days after the entry into force of  Summorum Pontificum it is stated that:

The very first thing Bergoglio did after the publishing of Summorum Pontificum of Pope Benedict XVI was to promote the Traditional Latin Mass, the Extraordinary Form, in his Archdiocese, immediately directing that a chapel, to start with, be set up for this end.

However, in blogs such as Rorate Coeli, the opinion is much different. See e.g. How Summorum Pontificum was blocked and trampled on in Buenos Aires: facts, not fantasy and disinformation. The tone is somewhat bitter and unwarranted, in our opinion.

Whatever the case about how things developed in Buenos Aires (bearing also in mind the strong presence of SSPX there), Bergoglio certainly tried to do the right thing from the beginning.

A good strategy, in our opinion, is to continue to use the provisions of Summorum Pontificum. If no provision is made for those who ask, the matter can always be brought to the Pontifical Commission Ecclesia Dei (PCED).

Pro Tridentina (Malta) YouTube Channel


Pro Tridentina (Malta) has a YouTube channel. The below video, featuring Cardinal Castrillon Hoyos, is the first one uploaded and serves as an introduction. In it the former PCED President speaks about the Extraordinary Form of the Mass. This channel is still in the testing phase but hopefully next year it will be used regularly with videos produced locally.

Vatican - SSPX: Point of no return?

Archbishop Gerhard Ludwig Müller, the new Prefect of the Congregation for the Doctrine of the Faith and President of the Pontifical Commission Ecclesia Dei, in a recent interview to the Mittel Bayerische was very critical of the SSPX. This does not bode well for future discussions with the SSPX, although hope is the last thing to die. Below are extracts:


Q: You have always been very critical of the SSPX. Now, you are responsible as Prefect for the return of the fallen-away Society into the bosom of the Church. How difficult is it?

A: The negotiations of the Vatican with the SSPX brothers are friendly, Christian and humane, but clearly in formation. Who wants to become Catholic again must recognise the authority of the Pope and the bishops. No one should think that he can impose his own ideas of the Catholic Church. The talks in Rome are not negotiations between two parties. No religious fraternity may impose conditions of the church. 

Q: The negotiations between the SSPX with the Vatican have been going on since January 2009. How much more time is needed?

A: Eventually, the "point of no return" is coming and they must decide: Do they wish for the unity of the Church? This includes the acceptance of the form and content of the Second Vatican Council, and the previous and subsequent statements and decisions of the Magisterium. There is no other way

Q: The main criticism of the SSPX is the Second Vatican Council's - the permission for Masses in the local language instead of Latin. Is there any leeway? 

A: What can be granted, is that which actually belongs to the diversity of the Catholic faith and life. The liturgical reform of Vatican II was factually correct and necessary. One cannot issue polemic against it just because there are abuses.

Q: The SSPX have just designated you again as a heretic, that is, as one who has fallen from the faith.

A: I must not give an answer to every stupidity. 

Godwin's comments:  The SSPX have always stated that they are Catholic and they recognise the authority of the Pope. The statement from Müller is at variance with various Vatican statements of recent years. And though the SSPX might have exaggerated by claiming that Müller is a heretic (although certain statements from him in the past e.g. his flirting with liberation theology, have raised eyebrows in the Roman Curia), mutual respect is needed for any dialogue to continue. Hopefully the point of no return is far away...

Vatican City, 19 July 2012 (VIS) - Early this afternoon, the Holy See Press Office released the following English-language communique concerning the declaration which emerged from the General Chapter of the Priestly Society of St. Pius X.


"The recently concluded General Chapter of the Priestly Society of St. Pius X has addressed a declaration regarding the possibility of a canonical normalisation in the relationship of the Society and the Holy See. While it has been made public, the declaration remains primarily an internal document for study and discussion among the members of the Society."

"The Holy See has taken note of this declaration, but awaits the forthcoming official communication of the Priestly Society as their dialogue with the Pontifical Commission Ecclesia Dei continues".

WikkiMissa ... but not in Malta!



Five years into the era of Summorum Pontificum, no less than 30 European countries offer the Extraordinary Form of the Mass on a regular basis together with around 50 other countries around the globe. And Malta and Gozo? As usual we are the know-it-all, more Catholics than the Pope and notwithstanding various petitions and personal requests made to the local Church authorities, the situation remains stuck as it was in the pre-Summorum Pontificum days. So much for obedience to the hierarchy, in this case to Pope Benedict XVI... 

Tridentine Masses have been cancelled and those that were given 'permission' (because in Malta you have to obtain a permit from the local Curia to have a Tridentine Mass celebrated) are usually given at strange hours in non-central locations.The few that were celebrated according to the provisions of Summorum Pontificum were reminiscent of the catacombs' days...

There can be no denying that there are more Tridentine Masses being offered in more places with each passing year around the world. To that end, I recommend that people check the site Wikkimissa endorsed by Rorate Coeli every now and then. And perhaps, next time round the Maltese Islands will feature too.   

I encourage the Committee of Pro Tridentina (Malta) to continue piling pressure, locally with the Church authorities and abroad with the PCED and the FIUV. The Tridentine Mass is a reality and delaying tactics (cunctando regitur mundus) from those who should know better will serve nothing.

Tradition? To hell with it! Part Two


Is divorce a sin? No, the Tridentine Mass is...
One could have thought in the previous article that Fr. Martin Cilia's M.S.S.P. 'love' of tradition interview was a once in a lifetime occurrence. Or that the media had manipulated his words. Unfortunately this is not the case. The same priest, when the divorce referendum was such a hot topic in Malta last year, thought that the Lenten preach he delivered on Malta's Radju Marija should target the Tridentine Mass - the cause of all evils in these sunny islands it seems.

He had said - on that blessed 13 April 2011 - that it is an insult for the people when the priest turns his back to the people as is done in the Latin Mass. Apart from the abysmal lack of knowledge of why the priest faces the tabernacle and not the people in the Latin Mass, Fr. Cilia then said that the Maltese have difficulty in understanding Mass in Maltese, let alone the one in Latin!

So, this priest considers the Maltese as being an ignorant people and therefore we have to believe all that he says. And obviously he is not an idiot... but my logic says that if the Maltese are ignorant and the priest shouting from the microphone on Radju Marija is Maltese then .... he must be an idiot too!
I was a Russian Altar boy not a Santa Claus.

In fact, thanks to Fr. Cilia I learnt that Karl Marx was a Russian who was an altar boy and afterwards he turned against the Catholic Church. I must throw away all the books that say that Marx was a German.

It is not usual of me to be sarcastic but today I cannot help it. The worst part is yet to come though.

As President of Pro Tridentina (Malta) at the time, I had written to the Director of Radju Marija, the M.S.S.P. Motherhouse and the Maltese Curia seeking an explanation for this.

It goes without saying that no one bothered to answer, chi tace acconsente as the Italian saying goes.

Thankfully, the Holy See's Pontifical Commission Ecclesia Dei (PCED) takes things more seriously as the Maltese Curia's postman surely knows...

New vice president of the Pontifical Commission "Ecclesia Dei"

NOTE FROM THE CONGREGATION FOR THE DOCTRINE OF THE FAITH 
Vatican City, 26 June 2012 (VIS) - Given below is the text of an English-language note issued today by the Congregation for the Doctrine of the Fatih concerning the appointment of Archbishop Augustine Di Noia as vice president of the Pontifical Commission "Ecclesia Dei": 
"Pope Benedict XVI has named Archbishop Augustine Di Noia, O.P., to the post of vice president of the Pontifical Commission 'Ecclesia Dei'. The appointment of a high-ranking prelate to this position is a sign of the Holy Father’s pastoral solicitude for traditionalist Catholics in communion with the Holy See and his strong desire for the reconciliation of those traditionalist communities not in union with the See of Peter. The president of the commission is the Prefect of the Congregation for the Doctrine of the Faith, Cardinal William J. Levada.
"The Pontifical Commission 'Ecclesia Dei' was established in 1988 by Blessed John Paul II to facilitate 'full ecclesial communion of priests, seminarians, religious communities or individuals until now linked in various ways to the Fraternity founded by Archbishop Lefebvre' and to promote the pastoral care of the faithful attached to the ancient Latin liturgical tradition of the Catholic Church. In 2009, the Pontifical Commission was structurally linked to the Congregation for the Doctrine of the Faith to address the doctrinal issues in the ongoing dialogue between the Holy See and the Priestly Fraternity of St. Pius X.
"As a respected Dominican theologian, Archbishop Di Noia has devoted much attention to these doctrinal issues, as well as to the priority of the hermeneutic of continuity and reform in the right interpretation of Vatican Council II - a critically important area in the dialogue between the Holy See and the Priestly Fraternity. Under the guidance of Cardinal Levada, with the assistance of Msgr. Guido Pozzo, secretary of the Pontifical Commission, this dialogue has been ongoing over the past three years.
"Previously, Archbishop Di Noia served as secretary of the Congregation for Divine Worship and the Discipline of the Sacraments where, together with the prefect, Cardinal Antonio Canizares, he oversaw the reorganisation of the dicastery and the preparation of a new 'Regolamento' following the directions of Pope Benedict’s 'motu proprio' of 30 August 2011, 'Quaerit Semper'. Archbishop Di Noia’s experience and continued association with the Congregation for Divine Worship will facilitate the development of certain desired liturgical provisions in the celebration of the 1962 'Missale Romanum'.
"In addition, the broad respect that Archbishop Di Noia enjoys in the Jewish community will help in addressing some issues that have arisen in the area of Catholic-Jewish relations as the journey towards the reconciliation of traditionalist communities has progressed".

Latest developments between the Holy See and the SSPX

The Pontifical Commission Ecclesia Dei (PCED), on 18 April, released the following communique:


"On 17 April, as requested during the 16 March meeting held at the offices of the Congregation for the Doctrine of the Faith, the Commission received the response of Bishop Bernard Fellay, superior general of the Society of St. Pius X. The text of the response will be examined by the dicastery then submitted to the Holy Father for his judgement".

In the same day, Father Federico Lombardi, S.J., had this to say (the following is a transcription of his oral comments to journalists by Dr. Robert Moynihan):

"Today's news means that yesterday Bp. Fellay's response, that had been requested by Cardinal Levada at the last meeting, was delivered to the Congregation, to the Ecclesia Dei Commission, to the Congregation for the Doctrine of the Faith. Now, this response, it is a response that, according to the words of those who could see it, is a very different response from the previous one, and this is encouraging, we proceed forward. But, naturally, we also find in the response the addition of some details or integrations to the text of the doctrinal preamble that had been proposed by the Congregation for a doctrinal agreement, and this response will be discussed, it will be examined first by the Congregation for the Doctrine of the Faith, in one of its meetings of the next few weeks and, afterwards, it will also naturally be examined directly by the Pope. It can be said that steps forward have been taken, that is to say, that the response, the new response, is rather encouraging, but there are still developments that will be made, and examined, and decisions that should be taken in the next few weeks. I think the wait will not be long because there is the desire to reach a conclusion in these discussions, in these contacts."

The General House of the SSPX, also on 18 April, released the following communique:

"The media are announcing that Bishop Bernard Fellay has sent a “positive response” to the Congregation for the Doctrine of the Faith, and that consequently the doctrinal question between the Holy See and the Society of St. Pius X is now resolved.
The reality is different.
In a letter dated April 17, 2012, the Superior General of the Society of St. Pius X responded to the request for clarification that had been made to him on March 16 by Cardinal William Levada concerning the Doctrinal Preamble delivered on September 14, 2011. As the press release dated today [April 17] from the Congregation for the Doctrine of the Faith indicates, the text of this response “will be examined by the dicastery then submitted to the Holy Father for his judgement”. 
This is therefore a stage and not a conclusion.

Tridentine Mass in St. Peter's Basilica


For those lucky enough to be in Rome, it is interesting to note that Fr. Mark Withoos, an Australian priest who works for the Pontifical Commission Ecclesia Dei (PCED), celebrates the Tridentine Mass most mornings at 07:00 at the Altar of the Transfiguration in St. Peter's Basilica.

The Altar of the Transfiguration, is famous for the mosaic reproduction of one of the masterpieces of Raphael (1483-1520), the great painter's last work. Jesus, bathed in light, is borne aloft between Moses and Elijah, also in ecstasy, while the Apostles Peter, James and John, prostrate, contemplate this glimpse of paradise. On the left are Sts. Felicissimus and Agapitus, who are commemorated on 6 August, the Feast of the Transfiguration.

Beneath the altar are the remains of Blessed Pope Innocent XI, his face and hands covered with silver.

Fracture between the Holy See and the SSPX to continue?

Negotiations between Cardinal William Levada, the head of the Congregation for the Doctrine of Faith and President of the Pontifical Commission Ecclesia Dei (PCED) and Bishop Bernard Fellay, superior of the SSPX have led to nowhere.

After seven years of numerous meetings and discussions, the Vatican has rejected the SSPX's position as "insufficient". The Vatican said that the position of the SSPX “is not enough to overcome the doctrinal problems that are the basis of the fracture between the Holy See and the Society of Saint Pius X".

Last September, the PCED had delivered the SSPX with a Doctrinal preamble in which it indicated what was needed in order to overcome the difficulties with the Catholic Church. In January 2012, the SSPX proposed some amendments to the Vatican, which were then looked over by the Congregation for the Doctrine of Faith and allegedly by Pope Benedict XVI too.

The PCED has given a final deadline of one month for a definitive response by the SSPX.

Comment by Mr Leo Darroch, FIUV President


The FIUV ... is presenting papers on matters of current concern in the light of possible changes to the Missal of 1962. In furtherance of this objective we welcome intelligent debate.

We know for a fact that the PCED has commenced work on this project so what do we do? Do we wait until a revised Missal is published and then register futile complaints, or do we do what the FIUV has done for more than 40 years and defend the integrity of this Missal with vigour on behalf of the laity (and many priests) who, individually, have no voice.

Quotes to keep in mind when discussing with parish priests and bishops ...

The below quotes by Cardinal Dario Castrillon Hoyos are useful in discussions between laity and the parish priests / bishops to show what the Pope's intentions are:

"The Holy Father, who is a theologian and who was (involved) in the preparation for the (Vatican II - my note) council, is acting exactly in the way of the council, offering with freedom the different kinds of celebration."

"(Pope Benedict wants - my note) All the parishes. Not many, all the parishes (to make provisions for the Tridentine Mass - my note), because this is a gift of God. He offers these riches, and it is very important for new generations to know the past of the church."

"This kind of worship is so noble, so beautiful. The worship, the music, the architecture, the painting, makes a whole that is a treasure. The Holy Father is willing to offer to all the people this possibility, not only for the few groups who demand it but so that everybody knows this way of celebrating the Eucharist in the Catholic Church."

Way back in 2007/2008, the Pontifical Commission Ecclesia Dei (PCED) wrote to all seminaries to ask that candidates to the priesthood are trained to celebrate Mass according to the Extraordinary Form of the Latin rite, and also to understand the theology, the philosophy and the language of such Masses.

In Summorum Pontificum, Pope Benedict XVI had indicated that Tridentine Masses should be made available in every parish where groups of the faithful desire it and where a priest has been trained to celebrate it. Cardinal Castrillon Hoyos had indicated that a stable group could mean just three or four people who were not necessarily drawn from the same parish. This has been the main stumbling block in Malta for seemingly unknown reasons.


"Different parishes or dioceses" was inserted in Universae Ecclesiae following pressure from traditional Catholics, including in particular from Malta. I had been involved in informal discussions with the Roman Curia for the previous 18 months and this insertion should have cleared the minds of the local Curia. But, with few exceptions, the status quo has remained.

Concluding, my advice to Pro Tridentina (Malta) and other laity in these islands is to press the local church authorities by referring to these issues and others raised in previous contributions in this Blog. Should discussions fail, the motu proprio and the instruction clearly indicate the other available routes.

FIUV XX General Assembly: a brief report

On Saturday morning, delegates and a number of distinguished guests (including Suor Margherita Marchione, MPF and Princess von Thurn und Taxis) attended the Tridentine Mass in St. Peter's Basilica. This was celebrated by Cardinal Dario Castrillón Hoyos (President Emeritus of the Pontifical Commission Ecclesia Dei) in the Blessed Sacrament Chapel. The text of his sermon can be found in the previous post (in Italian). Mons. Pablo Collino, Maestro Emeritus of the Julian Chapel Choir was in choir.

Just after Mass, I held private talks in the Apostolic Palace.

Cardinal Raymond Leo Burke (Prefect of the Supreme Tribunal of the Apostolic Signature) joined the FIUV delegates for lunch. After lunch, His Eminence gave his benediction to those present.

In the afternoon, the XX General Assembly of the Foederatio Internationalis Una Voce started with the Address by its President, Leo Darroch. The 7 new member organisations were presented, they are:

  • Ecclesia Dei Society of St. Joseph (Philippines),
  • Una Voce Japan,
  • Una Voce Portugal,
  • Una Voce Natal (Brazil),
  • Una Voce Cuba,
  • Una Voce Albaruthenia (Belarus), and
  • Una Voce Ucraina (Ukraine).

Leo Darroch was reconfirmed for a further term as President by acclamation.

The newly elected Council (including Pro Tridentina (Malta)'s representative) then proceeded to select the following officials:

  • Vice-Presidents: Jack Oostveen (the Netherlands), Jason King (USA) and Patrick Banken (France).
  • Treasurer: Monika Rheinschmitt (Germany).
  • Secretary: Thomas Murphy (Ireland).

Rodolfo Vargas Rubio (Spain) had earlier renounced his post as Secretary due to health reasons. He however remains as a Councillor. I would like to take this occasion to thank Rodolfo for the hard work he devoted to our cause and the assistance he gave Pro Tridentina (Malta) in the past years.

In the morning, delegates assisted at a solemn Tridentine Mass celebrated by Fr. Joseph Kramer, FSSP at the Personal Parish of Santissima Trinita' dei Pellegrini.

In the afternoon, the FIUV General Assembly held an open forum at which a number of speakers delivered papers. They were:

  • Fr. Joseph Valluari, FDP, who read a paper on the “private prayers” that the Priest says during Mass.
  • Don Stefano Carusi, IBP, about the spirit and progress of the Institute of the Good Shepherd.
  • Dr. Helmut Ruckriegel, a founder member of FIUV, gave a brief history of our organisation.
  • Rev. Dr. José-Apeles Santolaria de Puey y Cruells, JCD (ABD), HistL, SMOM, on the value of Romanitas in the Traditional movement and the Roman Rite as a factor of Civilisation in the Western World.
  • Mons. Valentín Miserachs, President of the Pontifical Institute for Sacred Music, on Sacred Music and the Centenary of the Pontifical Institute.
  • Fr. Joseph Kramer, FSSP, gave statistics regarding the Priestly Fraternity.
  • Canon Joseph Luzuy of the Institute of Christ the King, Sovereign Priest, about the progress of the Institute.


The XX General Assembly ended with the chant of the Salve Regina and the benediction by the priests present.
